IRPO is a police organization that enforces the law across several regions. The term IRPO is an acronym for InterRegional Police Organization. IRPO's Region Patrol has only six members, who are usually scattered across the world on various assignments, so the organization is almost always shorthanded.
The Shield Card is obtained at IRPO HQ. This quest also is the only way to recruit Suzaku.
The Shield Card Quest has Fuse accompany the party to Mosperiburg, to retrieve a flower. Said flower is then given to IRPO's receptionist, for her birthday. It's stated in the Essence of SaGa Frontier how Fuse's boss sent him to retrieve the flower in a near suicide mission, without telling him of the danger that would await him. After retrieving the flower, the boss gave it to the receptionist taking all the credit much to Fuse's dismay.
