Suzaku is a monster in SaGa Frontier who is trapped in ice in Mosperiburg Mountain. His starting form is a SuzakuJr, but as a monster he can transform into different forms.

If the party does the Mosperiburg Mission for the Shield Card in the Arcane Quest, they can rescue SuzakuJr. Spawning the snowman monster encounter is one part of the RNG, the other is location of the snowman encounter icon on the map. WARNING: defeating the Suzaku at the top of Mosperiburg Mountain and collecting the Shield Card locks the player out of the chance of obtaining SuzakuJr. You will need to either load a save prior or do a New Game/New Game+. Subsequently, this goes for the guaranteed Black Dragon fight as well.
Spawning Jotnar:
1.) You must, first, kill the fairy encounter on the first screen (the bottom trail of Mosperiburg summit).
2.) Travel past the next screen into the cave and then onto the small plateau that leads further up the mountain (the left exit of the cave).
3.) Here is the tricky part, defeating the fairy gives you the CHANCE of spawning the snowman on this screen. Anecdotes from around have stated quick-saving before the entrance to the plateau and reloading when the snowman doesn't spawn speeds up this process, but there has been nothing truly concrete. For safety, you can quick-save on the next screen after defeating the fairy monster icon. ADDENDUM: When defeating the fairy, the roll for the snowman encounter is already determined. Running into other fights along the way does not reset this spawn whether you flee or defeat those encounters.
4.) Getting the snowman monster icon spawn is one thing, but its position also determines the encounter. WARNING: both encounters lock you from fleeing so save before you attempt. The snowman can spawn in one of 2 places: the cliff edge on the far left side of the screen or the bottom left-hand side of the screen just below that point. Both are not immediately visible upon entering the screen, so it is best to do a quick sweep before reloading. The far left icon encounter is 3 Snowflakes. The bottom encounter is Jotnar itself.
4.) Defeating Jotnar is not simple. This is pretty much a mini-boss fight, so be prepared. It has a lot of HP (between 20k-30k), permanent Frigid Veil, and can cast Water Cannon up to 4 times in a row, so it is recommended to pack a lot of Cold resistance to help combat its attacks. In addition, it uses Gust (rarely) which will most likely one-shot your party if you don't setup resistances or have HP above 700+. Gust can be deflected/shielded.
Once defeating Jotnar, proceed back to the caves and take the right exit. What was once an encased tiny Suzaku is now flying happily around the cave. Run into it to add them to your party.
